RX 470 draws less power, is better in DX12 and dominates Vulkan. GTX 960 is a few years old (2014), Is a decent card and offers shadowplay. For newer support I would suggest RX 470. Is barely better in DX12 and the only meaningful game that uses Vulkan is Doom.
